في بداية التسعينات حدث اهتمام سطحي وعابر بفكرة " الجيل الرابع" من الحروب، والتي تعكس اضمحلال الدولة القومية بشكلها القديم وتراجع أسلوب المعركة التقليدية وعدم ملاءمة الصيغ والتقنيات العسكرية التقليدية للصراعات التي تشارك فيها الجماعات التي تشكل كيانات جزئية ضمن الدولة؟ كالميليشيات العرقية وعصابات مافيا (المخدرات). ووفقاّ لما جاء في نظرية "الموجة الثالثة" لكل من ألفن وهايدي توفلر التي ترى أن الحرب تتكيف مع عصر المعلومات، مثلما تكيفت مع العصرين الصناعي والزراعي، يبدو دائماً أن المحاولات المبذولة لإنتاج نسخ نموذجية من التاريخ تظهر اللحظة الحاضرة على أنها لحظة تحول جوهري. ونادراً ما تصمد مثل هذه الأساليب عند إخضاعها للتمحيص الدقيق. لكن هذا النموذج تميز على الأقل بإثارة تساؤلات حول تأثير التغير السياسي، وليس التغير التقني، في أسلوب إدارة الحرب. وفي الوضع السياسي الجديد يبدو من غير المحتمل أن تحدث حرب بين القوى الكبرى، بل من المرجح أن تجد الفرص التي تتيح لها التدخل في الصراعات بين الدول الضعيفة، وفي مثل هذه الصراعات قد لا تكون التطورات المصاحبة للثورات التقنية والتنظيمية ذات أهمية. ويعتبر التجاذب بين هاتين النزعتين هو الموضوع الأساسي لهذه الدراسة.
