يشكل هذا الكتاب دراسة في تاريخ "مدينة بغداد" في ظل الإحتلال البريطاني (1917-1921م) وهي المرحلة التي شهدت انحسار الإدارة العثمانية في العراق وحلول الإدارة البريطانية محلها. وفيها تم تتويج الأمير فيصل بن الحسين ملكاً على العراق (23 آب – 1921م) بعد تأسيس الحكومة المؤقتة.

تتألف الدراسة من تمهيد وأربعة فصول. تناول التمهيد توجه بريطانيا لاحتلال العراق، والتنافس الإستعماري للسيطرة على العراق، يتبع ذلك فصول أربعة تناول فيها المؤلف مرحلة ما بعد حصار (الكوت) من قِبل البريطانيين، ثم معارك عبور نهر دجلة والمطاردة إلى بغداد، ومن ثم سقوطها في 11 آذار 1917م. واستعرض المؤلف الإجراءات الإدارية البريطانية في بغداد عند دخولها إليها. وأهم المؤسسات الإدارية كالمجلس البلدي والشرطة والقضاء والمواصلات، كما تتبع المؤلف الأوضاع الإجتماعية والإقتصادية لمدينة بغداد، مثل بعض الخدمات التي أقامها البريطانيون منها الصحة والتعليم. وكذا الأوضاع الإقتصادية مثل الضرائب والزراعة والصناعة، والتجارة أثناء سنوات الإحتلال. وأخيراً درس المؤلف دور الحركة الوطنية في مدينة بغداد في مقاومة الإحتلال البريطاني مثل: موقف بغداد من بدء الحملة البريطانية على العراق، ووعود البريطانيين بشأن مستقبل العراق، والإستفتاء العام 1918-1919م، ودور سكان مدينة بغداد في ثورة بشأن مستقبل العراق، والإستفتاء العام 1918-1919م، ودور سكان مدينة بغداد في ثورة العشرين، إضافة إلى موقف بغداد من شكل الحكم. وينتهي الكتاب بخاتمة وخلاصات.
