تظهر أهمية هذه الدراسة بإعتبارها من الدراسات الإستراتيجية ذات الأبعاد السياسية والإقتصادية والأمنية من خلال منظور العلاقات الدولية والسياسة الدولية، وتهدف الدراسة إلى إبراز مفهوم العلاقات الدبلوماسية والقنصلية بشكل عام، وكما تهدف أيضاً إلى الكشف عن المهارات الخاصة بالعمليات الدبلوماسية والقنصلية، وهناك تقاطعاً وإختلافاً بين الوظيفتين الدبلوماسية والقنصلية، سنسعى إلى إبرازهما.
وتهدف الدراسة كذلك في، أحد أبعادها إلى الكشف عن الغموض واللبس في إستخدام المفاهيم الخاصة بكل من العلاقات الدبلوماسية والعلاقات القنصلية.
إن الكثير من الباحثين في العلاقات الدولية لدى دراستهم للعلاقات الدبلوماسية والقنصلية، والبحث عن أصولها ومراحل تطورها، لم يتعمقوا في دراسة عوامل التكامل أو التعارض الوظيفي بين العلاقات الدبلوماسية والقنصلية، هذا ما ترك إنطباعاً غامضاً عن الروابط بينهما، وهناك من الناس من يجهل مفهوم الدبلوماسي ومفهوم العمل القنصلي، من ناحية المهام والراتب، ويخلط في المصطلحات فلا يعرف درجات ومراتب السلك الدبلوماسي وتسلسل هذه الدرجات والمراتب.
ونغتنم هذه الفرصة لنتوجه إلى المحترفين من الدبلوماسيين ورجال السلطة في بلادنا الذين قد يجدون في هذا البحث بعض الإجتهادات والمعلومات ووجهات النظر في بعض المواضيع ذات المنفعة العامة، التي نأمل أن يجدوا فيها فائدة لتوطيد دعائم السلك الدبلوماسي والقنصلي في بلادنا في العهد الجديد.
ومن بين أسباب إختيار الموضوع ندرة الدراسات والأبحاث المتعلقة بالكامل والتباين بين الوظيفتين الدبلوماسية والقنصلية، ما ترك إلتباساً واضحاً لجهة العلاقة بينهما.
والخلاصة أن الدبلوماسية سلاح، وهذا السلاح قد يكون، في بعض الظروف والمعارك، أمضى من القوة العسكرية، فهناك شعوب حققت، بواسطة الدبلوماسية الواعية المتحركة، إنتصارات باهرة ضد الإعتداء أو المعتدين.
