الملاحظات والتساؤلات التي كانت من وراء تطوير الأفكار والإقتراحات التي اشتمل عليها الكتاب الحاضر قديمة العهد؛ فهي تتعلق بعملية التغيير الواعي نحو الأفضل، سواء كان ذلك على مستوى الفرد أو على مستوى المجتمع والدولة؛ إنه يتعلق بنقد مشروع الحداثة (العصرنة) المطروح في العالم العربي منذ فجر الإستقلال.
يبدأ التغيير من الواقع وليس من الحلم، وهو يتطلب إستيعاب النفس التي هي أداته وهدفه في الوقت ذاته، والعصر بما فيه من فرص ومن مخاطر، وأخيراً التراث الذي هو الإمتداد الخلفي للذاكرة الإجتماعية؛ التغيُّر هو سنة الكون، والبديل عنه هو التقوقع والإضمحلال نتيجة للتآكل الداخلي، او التهميش الخارجي، أو كليهما معاً.
العالم العربي يعاني من التآكل والتهميش أشد المعاناة، لكنه يصر في الوقت نفسه على رفض الرؤية الموضوعية للنفس، وللتراث، وللعصر؛ لهذا جاء هذا الكتاب لإيضاح الرؤية، ومن ثم تحديد معالم متطلبات مشروع إصلاحي، بعيداً عن عالم الأحلام والأوهام والأهواء؛ وقد عمد المؤلف من أجل ذلك إلى إستقراء التاريخ والتراث ومعطيات العصر، للوقوف على مكمن الداء وتفاعلاته المرضية مع المعطيات الداخلية والخارجية للذات العربية المشرقية خاصة، بإعتبار أنها هي التي حملت رسالة الإسلام وهي أيضاً التي احتضنت بذور الإنحطاط.
يقع الكتاب في ثلاثة أجزاء؛ يتألف الجزء الأول من قسمين، يتناول أولهما مشكلة التخلف والإنتماء، أما القسم الثاني، فيطرح إشكالية الذات التراثية التي تقبع وراء التخلف والإنتماء؛ ويتناول الجزء الثاني الذي يتألف بدوره من قسمين مشكلة الذات العربية الحديثة والمعاصرة، كما تحدث الكاتب في الجزء الثالث من معالم الإصلاح وسيله ومتطلباته.
أما موضوع الفصل الرابع فهو الرجوع إلى الأمة وإنتماءاتها، لكي تقرر مصيرها بنفسها، مسترجعة سلطتها وآخذة مسؤوليتها على عاتقها، يُعنى الفصلان الخامس والسادس بتفعيل الإنتماءات الأصيلة للأمة، ويتناول الفصل السابع والأخير بإختصار الأبعاد الإتحادية والإقليمية والدولية للإصلاح.
