مشكلة هذا البحث هو بيان الإعلام القرآني مترابط الأجزاء ضمن المنظومة القرآنية المتكاملة المعجزة. والقرآن كله كتاب دعوة، وبلاغ، وتبشير.. فهو إعلام منهجي سابق حضاري.
وأهداف البحث: بيان واستنباط أن في القرآن الكريم مناهج حضارية في الإعلام السياسي كما هو شأن كل ما يحتويه من مناهج علماً بأن القرآن الكريم قد أتى بأطر عامة فهو ليس بكتاب اختصاص. أما منهجه فوصفي تحليلي... يقوم باستنطاق الآيات الكريمة التي تتحدث عن الإعلام السياسي، وأثرها الفعال على الواقع والأحداث التاريخية والمعاصرة للإنسان والحياة.
وخطته تقوم على تقسيم متنه إلى فصلين وأقسام وركائز ومطالب وفروع. الفصل الأول: مبادئ الإعلام السياسي في القرآن الكريم، مسلطاً الضوء على الآيات التي تشمل هذه المبادئ مع مقارنتها بالنظريات المعاصرة. وقد جعل البحث فيه في خمسة أقسام، وقد تخلله عدة فروع. القسم الأول: ويحتوي على مطالب وفروع تتناول المعجزة. القسم الثاني: موضوعه: بيان الوسطية والعدالة في الإعلام السياسي. القسم الثالث: بعنوان -الجهاد-. القسم الرابع: تحت عنوان: إعلام سياسي واقعي. القسم الخامس: إن إعلام القرآن الأخلاقي، وفيه مطلبان.
الفصل الثاني: توضيح ملامح هذا الإعلام، تحت عنوان: معالم الإعلام السياسي في القرآن الكريم وفيه قسمين، وكل قسم يحتوي على ركائز، ومطالب وفروع. القسم الأول: ويحتوي على ثلاثة مطالب. القسم الثاني: ويحتوي على ركيزتين. وكل ركيزة تحتوي على شعب ومطالب وفروع.
