شهدت كردستان ظهور نظامين إماراتيين واختفاءهما ما بين منتصف القرن العاشر ومنتصف القرن التاسع عشر. فما هي أسباب قيام النظام الإماراتي في كردستان وأسباب سقوطه؟ وللوقوف على هذا السؤال وغيره من أسئلة يبحث الدكتور سعد بشير اسكندر في عوامل نشوء الحركات السياسية الإماراتية ما بين نهاية القرن الثامن عشر ومنتصف القرن التاسع عشر ويربطها بعمليات إجتماعية وثقافية حصلت تدريجياً في المجتمعات الكردية، وبجملة تطورات سياسية إقليمية تمثلت بتوطيد النفوذ الأوروبي السياسي والإقتصادي والثقافي وقيام محمد باشا، والي مصر، بتحدي حكم السلطان العثماني. هذا بالإضافة إلى عوامل تتعلق بالنخب السياسية الكردية، والتدخلات التركية الإيرانية (السياسية والعسكرية) في شؤون الكرد الداخلية "هاتان الدولتان الإجنبيتان سعتا دوماً إلى تقسيم الكرد وإخضاع إماراتهم وامتصاص ثرواتهم بقدر الإمكان، كوسيلة للهيمنة السياسية غير المباشرة". هذا فضلاً عن هيمنة العلاقات القبلية والتراجع الإقتصادي للحكم الأجنبي في كردستان وغيرها من عوامل لا حصر لها تم للمؤلف استعراضها بالوقائع والأدلة في خمسة فصول: تناول الفصل الأول: نشوء الأنظمة الإماراتية، وبعض من جوانب السياسة الصفوية في كردستان، بينما تناول الفصل الثاني الخصائص العامة لسياسة الأمبراطورية العثمانية في كردستان الكبرى. وفي الفصل الثالث تسليط الضوء على قيام أولى الحركات الإستقلالية: إمارة بابان ومسألة الحدود بين الأمبراطوريتين التركية والإيرانية. وخصص الفصل الرابع لـ : حركة إمارة سودان الإستقلالية والوحدوية ما بين بدايات ومنتصف القرن التاسع عشر، ويأتي الفصل الخامس والأخير في سياسة الأمير بدرخان وتشكيل الكونفدرالية الإماراتية، والسياسة البريطانية تجاه الشؤون الكردية خلال عهد الأمير بدرخان (الصراع الكردي – التركي، 1834-1847). وأخيراً النتائج المترتبة على اختفاء النظام الإماراتي، وتشكيل هوية منفصلة للكرد وغياب الإمارات، وظهور المشاعر القومية الكردية.
