المصنف هو يوسف بن عبد الله بن محمد بن عبد البر النمري، أبو عمر، الحافظ، شبح علماء الأندلس وكبير محدثيها في وقته وأحفظ من كان بها لسنة مأثورة. رحل عن وطنه قرطبة في الفتنة فجال بغرب الأندلس ثم تحول منها إلى شرق الأندلس فتردد فيه ما بين دانية وبلنسية وشاطبه. سمع منه عالم عظيم فيهم من جلّة أهل العلم المشاهير. صبر على طلب العالم ودأب مدرس وبرع براعة فاق فيها من تقدمه من رحال الأندلس، وعظم شأنه وعلا ذكره في الأقطار.
وألف تصانيف كثيرة، منها كتابة الكافي في فقه أهل المدينة المالكي وهو كتاب مختصر في الفقه يجمع المسائل التي هي أصول وأمهات لما يعني عليها من الفروع والبينات في فوائد الأحكام ومعرفة الحلال والحرم يكون جامعاً مهذباً وكفياً مقرباً ومختصراً مبوباً، يكفي عن المؤلفات الطوال، ويقوم مقام الذاكرة عند عدم المدارسة، واعتمد على علم أهل المدينة، سالكاً فيه مسلك مذهب الإمام مالك بن أنس، معتمداً على ما صح من كتب المالكيين ومذهب المدنيين، مقتصراً على الأصح علماً والأوثق فعلاً وهي الموطأ والمدونة وكتاب ابن عبد الحكم والمبسوطة لإسماعيل القاضي والحاوي لأبي الفرج، ومختصر أبي مصعب، وموطأ ابن وهب. وفي من كتاب ابن الحواز، ومختصر الوقار، ومن القبة، والواضحة، أيضاً ما ارتآه المؤلف مناسباً في موضوعه.
