يقول أبو المواهب عبد الوهاب بن أحمد بن علي المعروف بالشعراني المحدث والفقيه الصوفي مصنف هذا الكتاب، بأنه نظراً لما كان يجد المسلمون في زمانه في نفوسهم من كثرة الغمم حين يسمعون العلماء يقرءون مذاهبهم وينصرون أقوالها دون مذاهب غيرهم، مما أدى إلى التباس الشرع على المسلمين الذي تعبدوا بهذا الشرع الله تعالى على لسان النبي محمد صلى الله عليه وسلم وعسر عليهم بالتالي تمييزه عما شرعه المجتهدون من أمته، وازدراهم لجهلهم غالب الفقهاء الذين لم يتقيدوا بمذهبهم، فأدرت ذلك عندهم الحيرة والشك في غالب أحوالهم، حتى بلغ الحد عدم تيقنهم لموافقة أعمالهم وأقوالهم وأفعالهم مع الشريعة، أم مخالفتها فكان منهم أن طلبوا من أبي المواهب كتاباً جامعاً يبين لهم الأحكام الشرعية بالاسدلال بسنة نبيه صلى الله عليه وسلم، فكان من المصنف أن قام بمطالعة كل من: جامع الأصول لابن أثير وكتاب السنن الكبرى للبيهقي، وكتاب الجامع الكبير، والجامع الصغير، وكتاب زيادة الصغير، كل هذه الثلاثة الأخيرة للشيخ جلال الدين السيوطي هي قائمة حفاظ الحديث بمصر المحروسة، وبعد مطالعته لهذه الكتب، قام المصنف بجمع ما فيها فيما يتعلق بأمر أو نهي أو مكارم أخلاق من الأحاديث والآثار، تاركاً كل ما زاد من السير والتفسير وغير ذلك مما هو ليس شرط في كتابه هذا، فصار مؤلفه كشف القمة... "حاوياً لمعظم أدلة مذاهب المجتهدين... وأجمع لأحاديث الشريعة وآثارها منه، حيث جمع مع صغر حجمه أدلة المجتهدين المشهورة، فالقارئ سيجد في باب من أبواب هذا الكتاب جميع ما قاله المحدثون في أبواب كتبهم.
