تسعى سلسلة براعم للمشاركة في عملية بناء ثقافة حقوق إنسان عالمية المضمون والمبنى في العالم العربي, وتبحث عن نفسها في كنوز الثقافة العربية الإسلامية وتنهل من خصب الثقافات الإنسانية الكبرى. كما تهدف الى التعريف بالتراث الحقوقي العربي واستقراء الصفحات المشرقة في الحضارة العربية الإسلامية باعتبارها مكوناً أساسياً من مكونات الثقافة الديمقراطية في العالم العربي. ما في استقلال القضاء السعودي من قصور, ليس نبتة خارج الثقافة العربية المعاصرة, وجذورها القديمة, وبنائها التراكمي في ظلال الاختلال السياسي القديم. وعندما تكون الكتابة وصف واقع, فإن على الكاتب أن يتكلم من دون وجل, على أنه ليس بمعصوم عن الزلل في المعلومات فضلاً عن الآراء, وهو يعترف بأنه إنما يقدم اجتهاداً, لا يصادر به اجتهاد الآخرين, ولا يحتكر به الصواب. وكان من أهم ما تناوله هذا الكتاب من مواضيع: ضعف نظرية حقوق الإنسان, ضعف نظرية حقوق المتهم, جمع الملك بين السلطات الثلاث, استئثار السلطة التنفيذية بالتعيين والتشكيل, وغيرها من المواضيع الهامة.
عبد الله الحامد: مواليد 26/9/1951م. تشكلت مبادىء ثقافته الدينية والفكرية, في حلقات المساجد وتشكلت ثقافته الأدبية عبر الدراسة الحرة. شارك في حركة الإصلاح المدني, التي قامت بعد حرب الخليج الثانية, التي تطالب بالحقوق والحريات وكان أحد المؤسسين الستة لجمعية حقوق الإنسان الأولى السعودية سنة 1993م. له سبعة دواوين شعر وكراسات تعليمية ومناهج لتعليم العربية وكتب في مفاهيم المجتمع المدني والدستور في بوتقة الشريعة منها: حقوق المتهم في الإسلام بين ظلال الحكم الشوري والجبري, الحوار أو استمرار الدوار, وغيرها الكثير.
