ركّزت فصول هذه الرسالة على العلاقات السياسية بين العراق وبريطانيا من سنة 1922 إلى سنة 1932، وذلك لما لهذه الفترة من أهمية في التاريخ العراقي الحديث وكذلك لما للعلاقات السياسية التي قامت بين هاتين الدولتين من تأثير على السياسة التي اتبعتها بريطانيا وفرنسا في البلاد العربية الأخرى. قسم "أحمد رفيق البرقاوي" موضوع دراسته إلى خمسة فصول جاءت كما يلي: في الفصل الأول تحدث عن أحوال العراق خلال الحرب العالمية الأولى والمسماة بعهد الاحتلال من سنة 1914 إلى سنة 1921. ثم تناول بعد ذلك كيفية وقوع العراق تحت الاحتلال البريطاني. ثم بحث في هذا الفصل وضع العراق تحت الحكم البريطاني المباشر، والتعارض الذي نشأ بين البريطانيين المحتلين وبين السكان المتطلعين إلى الحرية والاستقلال. أم الفصل الثاني فقد تناول فيه المفاوضات التي جرت لعقد معاهدة سنة 1922 من حيث وجهة النظر العراقية وكذلك البريطانية. أما الفصل الثالث فقد تناول فيه قضية الموصل ومعاهدة سنة 1926، ثم استعرض المفاوضات التي أدت إلى معاهدة سنة 1926، والمحاولات التي جرت لتعديلها ثم بحثت في الأسباب التي أدت إلى نقل المفاوضات إلى لندن وعقد معاهدة سنة 1927. أم الفصل الرابع فقد بحث فيه وبالتفصيل المفاوضات التي جرت بين بريطانيا والعراق لعقد معاهدة سنة 1930. وفي الخامس وضح علاقة العراق بعصبة الأمم خاصة، وكيفية وقوع العراق تحت الانتداب البريطاني عن طريق عصبة الأمم والمحاولات التي قام بها العراق للدخول عضواً في عصبة الأمم متتبعاً ذلك من سنة 1922 إلى سنة 1932.
