مصنف هذا الكتاب هو شمس الدين محمد بن علي بن طولون الصالحي الدمشقي الحنفي. ولد في شهر ربيع الأول في سنة 880هـ، بالصالحية على صفح جبل قاسيون بدمشق. وعرف عنه بالنبوغ من عدد كبير من العلوم ومنها علوم الفقه والقراءات والحديث واللغة، والنحو والمنطق والعروض والقوافي والتاريخ والطب والهندسة والفلك والبعير. وهذا العدد الكبير من العلوم التي اتقنها مكنه في كتابة عدد كبير من المؤلفات بلغت حوالي 750 مؤلفاً في مختلف العلوم.
تميز ابن طولون عن غيره من المؤرخين أنه عاش الأحداث كبيرها وصغيرها وتفاعل فيها ولم يفصلها عنه ولهذا جاءت مصنفاته في مجال التأريخ صورة ناطقة تعبر عما جرى من حوادث في زمانه. ويعيد كتابه "مفاكهة الخلاف في حوادث الزمان من أشهر مصنفاته التاريخية، وفيه تحدث وبشكل مفصل ودقيق عن تاريخ مصر والشام، يستعرضا أسباب الأحداث وعواملها وطريقة حدوثها ووقوعها، فلم يهمل شيئاً من عناصرها بل سبرغور أعماقها، محاولاً ربط الأحداث مع بعضها البعض لا يبقي على ثغرات تجعل من الحدث التاريخي في بعض الأحيان غير مكتمل بل ناقصاً وذلك لاعتقاده بأن إهمال المؤرخ لأحد جوانب الموضوع الذي يتحدث عنه بسبب بتور الحدث وعدم اكتمال كافة جوانبه وهذا ما يجعل القارئ والمتتبع للتاريخ ضائعاً.
بهذا فإن تاريخ ابن طولون كان تجسيداً حقيقياً لفترة تاريخية مهمة عن مصر والشام ساهم إلى حد كبير في ربط التاريخ القديم الذي تحدث عنه المؤرخون العرب كالطبري واليعقوبي وابن الأثير والعصر الإسلامي ابتداءاً من عصر الرسول (صلى الله عليه وسلم) خلفاء مع فترة العصور الوسطى وبداية العصر الحديث ولهذا فقد اكتسب الكتاب أهمية خاصة بما تضمنه من توثيق.
