واستطاع هذا الكتاب أيضاً أن يبرز الجديد في اتجاهات التخطيط التربوي، حيث تعددت الآراء والكتابات حول نشأة مفهوم علم التخطيط التربوي والنظريات المنبثقة. وكان لهذا التضارب والتباين من الأفكار حول أساليب "هجر القديم ومعانقة التفكير الجديد" دعوة حقيقية للمختصين والخبراء في حقل التخطيط التربوي، لتتبع حركة تحليل نشأة مفهوم التخطيط والانتقادات الحديثة الموجهة له في الأدبيات.

لذا فإن هذا الكتاب يهدف إلى إلمام القارئ سواء كان ممارساً أو طالباً بالبكالوريوس أو الليسانس، أو باحثاً في الدراسات العليا بالموضوعات المعاصرة في التخطيط التربوي، مع تزويد القراء بنماذج تطبيقية حول كل فصل وكل أسلوب أو نموذج أو تكنيك، وذلك لضمان فهم وهضم الأفكار الرئيسية لكل فصل على حدة. واستطاع هذا الكتاب تقديم حصيلة أفكاره النظرية ونماذجه التطبيقية من خلال عدد ستة أبواب وإحدى عشر فصلاً كما هي واردة بالتفصيل في محتوى هذا الكتاب.
