مع نشوء وتطور الثورة الصناعية في أوروبا لفت إنتباه تلك الدول الصناعية البحث عن النفط في منطقة الشرق الأوسط بحكم علاقاتهم مع الدولة العثمانية وزيادة إهتمامهم في توسيع التجارة التي دفعتهم إلى إنشاء طرق المواصلات تربط الأقاليم بعضها البعض.
وكان الإقتصاد هو طريق تدخل المحتلين في الماضي والمحاضر وفي المستقبل ولكن بأشكال متنوعة تناسب المرحلة والظروف الدولية والعالمية، وبقيت السياسة في الظل تحمى شركات البترول المرتبطة بالدول الصناعية الكبرى التي تعمل في الدول المنتجة للبترول.
وتشير التطورات الحالية إلى إحتمال حصول أزمة طاقة عالمية في المستقبل لم يسبق لها مثيل، ومحورها أن العرض لن يواكب الطلب على النفط، هذه التطورات تشمل إصرار قادة الدول الصناعية على إمكانية التخلص من الإعتماد على النفط، إستمرار الدول المنتجة لنفط في بناء صناعات كثيفة الطاقة كردة فعل على ذلك، ونمو الطلب على الطاقة بشكل كبير في الدول المنتجة للنفط، والعجز في إمدادات الكهرباء في الدول المنتجة للنفط، إن تلافي هذه الأزمة يتطلب قرارات شجاعة في كل من الدول المنتجة والمستهلكة تقضي بتخفيض الإعانات للمنتجات النفطية وترشيد إستهلاكها وتحسين الكفاءة في الإستخدام في الدول المنتجة، وتخفيض الإعانات في الدول المستهلكة لمصادر الطاقة التي يهدفون إلى تطويرها لتحل محل النفط، وهذا ما يبحث عنه هذا الكتاب.
