للعلاقات الدبلوماسية والقنصلية تاريخ كبير حافل بالأحداث والإنجازات فقد بدأت معالمه مع ظهور تكتلات الجماعات البشرية، وبذلك تكون العلاقات الدبلوماسية والقنصلية قد ارتبطت إرتباطاً وثيقاً مع المراحل الأولى لتكوين البشرية وتطورت مع تطور هذه المجموعات، وإتساع حجمها وتشابك مصالحها، ولهذا تكون للعلاقات الدبلوماسية والقنصلية إرث تأريخي كبير، فكلما تطور المجتمع الدولي كلما ازدادت أهمية التبادل الدبلوماسي والقنصلي.
والآن زيادة توثيق العلاقات بين الدول لا يتم إلا عن طريق التبادل الدبلوماسي والقنصلي، فقد أصبح تنظيم هذا التمثيل وإرسائه على أسس ومبادئ واضحة تقوم على مبدأ المساواة والإحترام، أمراً ملحاً وضرورياً.
تتخصص هذه الدراسة التي بين أيدينا بدراسة تطوير القانون الدبلوماسي والقنصلي من حيث المنشأ والخلفية والمصادر، وكذلك تناول المؤلف الجهود التي رمت إلى تدوينه والتي لم تكلل بالنجاح إلا على يد الأمم المتحدة، وهنا تكون الجهود التي بذلتها الأمم المتحدة موضع البحث من خلال أسباب إختيار هذا الحقل من القانون الدولي للتدوين وإلى آلية تشكيل لجنة القانون الدولي التي أخذت على عاتقها تدوين القانون الدولي ومنه القانون الدبلوماسي والقنصلي ثم توقف ليتناول إتفاقيتي فيينا للعلاقات الدبلوماسية والقنصلية 1961 و 1963 والذي يعد أكبر إنجاز في تاريخ العلاقات الدبلوماسية والقنصلية.
