يتناول الكتاب الخطوط العامة وتفصيلها لعمليتي القياس والتقويم ،وتمشيا مع ذلك فقد هدف إلى تعريف الباحث والدارس والطالب بالأسس العامة لهذه العملية، والتعرف على أنواع الاختبارات التحصيلية المختلفة،وكيفية بنائها وتصميمها وصفاتها وخصائصها،وتحليلها احصائيا، وكذلك يهدف إلى تدريب المختصين على عقد ورشات العمل التي من شأنها أن تطور الأداء المهني للمعلمين ، وأن يتعرف الطلبة والباحثين على كيفية بناء منهجية بحث تربوي صحيحة. تم تقسيم الكتاب إلى سبع وحدات الوحدة الاولى كانت بعنوان التعريف بعمليتي القياس والتقويم ،أخطاء القياس ،تفسير معاملات الارتباط وصعوبات التقويم والنشاطات وحلولها، الوحدة الثانية كانت بمثابة دليل للمعلم في بناء الاختبارات التحصيلية والوحدة الثالثة تحدثنا فيها عن خطوات بناء الاختبارات الصفية،الوحدة الرابعة كانت بعنوان صفات الاختبارات التحصيلية الجيدة والوحدة الخامسة تبحث موضوع التحليل الاحصائي ممثلا ذلك بإيجاد معاملات السهولة والصعوبة لأنواع الاختبارات المختلفة. أما الوحدة السادسة فهي بعنوان تطبيقات تربوية في مجالات استخدام القياس والتقويم عن طريق بناء ورشات العمل التي تؤدي إلى تفعيل دور المعلم في غرفة الصف. يهدف هذا الكتاب إلى مشاركة الطلبة في عمليتي الحوار والمناقشة وتوجيه الطلبة نحو الاهتمام بالنشاط العلمي والتربوي الميداني ،كما يهدف إلى أن يلم الطالب بالأسس العلمية لكتابة البحث العلمي التربوي استنادا إلى مجموعة القواعد والأسس التي جاءت بالكتاب.
