تتألف الصومال من شعب تم تقسيمه من قبل القوى الاستعمارية السابقة، وقد شهد التاريخ ولادة الصومال كدولة يتيمة في الأول من تموز/يوليو عام 1960 في محيط عدائي، ودون اعتراف بحدودها مع جيرانها؛ ويرمز هذا المأزق إلى الصومال ومشاكله المتعددة الأوجه. وتمثل القبلية المتأصلة في أعماق الصومال عقبةً في وجه عملية إعادة بناء البلاد إلى جانب الدور الذي يلعبه التدخل الخارجي المنفلت في شؤون الصومال الداخلية مصحوباً بدور أمراء الحرب وزعماء العشائر ومن يسمَّون "المثقفون" الذين يستغلون القبلية لخدمة مصالحهم الذاتية وغاياتهم الانتهازية، وهذه هي الخلاصة في مأساة الصومال. غير أن الأمل مازال معقوداً على الإقليمين المسالمين في شمال الصومال. وينبغي أن تفضي الخطوة القادمة في النهاية إلى جمع شمل جميع الفصائل الصومالية وظهور زعيم وطني قادر على تولي هذه المهمة الشاقة. ولا يمكن لحلم إعادة بناء دولة أو أمة ما أن يرى النور بين ليلة وضحاها؛ إذ إن هذا الأمر هو ثمرة إنجازات الأجيال القادمة والجهود الجماعية. وقد تناولت المحاضرة أربع قضايا رئيسية تتعلق بإعادة بناء الصومال؛ وهي: دور العشائر في مستقبل الصومال السياسي. والتفسيرات المتنافسة والمتناقضة للمدارس الإسلامية المختلفة وأثرها في الصومال. ودور الحكومة الاتحادية الانتقالية. والتحديات الماثلة أمام كل من الحكومة الانتقالية والاتحاد الإفريقي والمجتمع الدولي للنهوض بأمن الصومال واقتصاده القومي.
