وقد وجد في العصر العباسي الأول المعين الذي يغترف منه في هذا الشأن، نظراً لأن الحضارة العربية بلغت أوج إزدهارها في هذا العصر والعصر الذي تلاه في جميع المجالات، وبخاصة الحياة الفكرية والنظام السياسي.
لذلك، اختار الكتابة فيه وعنون الكتاب (وصايا الخلفاء والأمراء السياسية والإدارية في العصر العباسي الاول دراسة تحليلية) حيث تناول بالبحث والتحليل والخطب والرسائل والوصايا والعهود والمواثيق التي كان يعقدها الخلفاء لولاية العهد، وخلافة المسلمين من بعدهم، والتوقيعات التي يكتبونها على القصص والرقاع التي ترفع إليهم، وروائع أقوالهم، التي تمثل إمتزاج السياسة بالأخلاق، إبتداء من أبي العباس عبد الله بن محمد الخليفة العباسي الأول وإنتهاء بالخليفة المتوكل على الله، كما تناول بالبحث والتحليل خطب ووصايا بعض الأمراء من ذوي قرابة بعض الخلفاء.
