كان الدكتور "محمّد فاضل الجمالي" من أبرز أعلام السياسة والتربية في العراق، لذا فإنّ تكريس دراسة علميّة لنشاطه السياسيّ ودوره التربويّ أمر له مبرّراته الموضوعيّة من جميع الوجوه، نشأ الجمالي في بيئة دينيّة محافظة، وأهّله تفوّقه الدراسيّ لنيل أرقى الشهادات العلميّة في أرقى جامعات العالم، وكرّس جانباً كبيراً من حياته لدراسة التربية وممارسة التعليم، ودخل معترك السياسة عام 1943م، بعد نقله من وزارة المعارف إلى وزارة الخارجية.
تدرّج في موقعه الجديد إلى أن أصبح واحداً من رؤساء الوزراء العراقيّين المعروفين في العهد الملكيّ، وهو يعدّ، في الوقت ذاته، علماً من أعلام السياسة والتربية على صعيد الوطن العربيّ والعالم، لذا فإنّ التصدّي لدراسة حياة هذا الرجل ودوره في السياسة والتعليم ليس أمراً هيّناً، وقد أشار إليه الجماليّ نفسه في رسالة منه إلى الباحث قال فيها، إن "تناول حياتي كلّها يستغرق سنوات يصعب استعراضها، عمري فوق التسعين، خبراتي ثمانون سنةً من الدراسة والتدريس والسياسة".
