وتعكس تلك الشذرات إنفتاح المدينة نحو التجديد وسير في ركب الحضارة العربية والإسلامية، ولم يكن ذلك النزوع القوي نحو التجديد على ما يرى مؤلف الكتاب "نتاجاً محلياً خالصاً تبنته النخبة البغدادية، بل أسهم في غرسه في البيئة البغدادية بعض المسؤولين العثمانيين الذين عينوا لإدارة الولاية خلال تلك الحقبة واظهروا ميولاً إصلاحية صادقة.
كما عزز ذاك النزوع وجود جالية أجنبية مقيمة في بغداد احتكت بمجاوريها المحليين وأطلعتهم على نمط عيشها... إلى ذلك يقدم المؤلف مشاهداً من نزعة التحديث البغدادية، ومن أبرزها التطورات الإقتصادية التي جرت في العراق خلال القرن التاسع عشر ودفعت البلد دفعاً نحو الإرتباط بعجلة الإقتصاد الرأسمالي العالمي، وشهدت العاصمة اسطنبول أيضاً وبعض الولايات العربية التابعة لها محاولات متعددة تهدف للإصلاح والتحديث، ومثلها دول فارس المجاورة.
وكانت أخبار ذلك كله تصل للنخبة البغدادية وتحفزها لسلوك الطريق الذي سارف فيه المجاورون قبلها، وفي هذه الشذرات أيضاً حديث عن مناخ الحرية الفكرية والسياسية النسبي الذي وفره الإنقلاب الدستوري سنة 1908، فعلى الرغم من ميل جمعية الإتحاد والترقي للإلتفاف على النصوص الدستورية بقي هامش من الحرية الفكرية للمواطنين للتعبير عن آرائهم وطموحاتهم.
يضم الكتاب عشرة شذرات (مقالات) جاءت تحت العناوين الآتية: 1-حكاية هوى آسر، 2-شارع الرشيد، 3-قضية تعويض ممتلكات البريطانيين في بغداد المتضررة خلال ولاية ناظم باشا، 4-الحملة الدعائية ضد الوالي حسين ناظم باشا سنة 1910، 5-جوانب من حياة بغداد أوائل القرن العشرين، 6-تجربة بغداد الإنتخابية أواخر العهد العثماني 1908- 1914، 7-باكورة النشاط القومي العربي في بغداد 1908- 1914... ومقالات أخرى ذات صلة.
