ولا شك أن تنامي الإهتمام العالمي والإقليمي بقضية حقوق الإنسان، وتعزيز دور الآليات الدولية والإقليمية المتعلقة بحماية هذه الحقوق، أمر يستحوذ على اهتمام الباحثين والمهتمين ويشغل حيزاً من مشاغلهم ويدفعهم نحو الإقتراب منه، دراسة وتحليلاً، خاصة على المستوى المفاهيمي، والإشكاليات ذات الصلة بمفهوم حقوق الإنسان، وكذا صراع المنظورات المختلفة حول مفهوم حقوق الإنسان وخصائصه وأبعاده .. وهو ما تتوخاه هذه الدراسة وتسعى إليه.
