إن متابعة الحضارة الإنسانية الكبرى تكشف عن علاقة طردية واضحة وحاسمة بين "النهضة" من ناحية، و"الترجمة" من الناحية الأخرى. تؤكد ذلك التجربة الحضارية الإسلامية، كما تؤكده التجربة الحضارية الغربية. وإذا كانت الأمة تتمثل في هوية قبل أي شيء آخر، كما أن الهوية تتجسد بدورها في لغة قومية؛ فمعنى ذلك أن أية نهضة عربية شاملة لا بد أن ترافقها حركة ترجمة واسعة النطاق إلى اللغة العربية، استناداً إلى الخبرات الحضارية المتراكمة، فضلاً عن منجزات العلم والثقافة المتوافرة.
وفي هذا السياق يصبح من الضروري إنشاء مؤسسة عربية للترجمة، تعمل على امتداد الوطن العربي، وتمزج بين الاعتبارين القومي والعلمي. وفي سبيل هذا الهدف نظمت مؤسسة الدراسات العربية ندوة عقدت في بيروت الفترة من 10-13 أيلول/مايو 1998، وهذا الكتاب يحتوي على محصلة أعمالها كافة، وضمت عدداً كبيراً من المهتمين بالترجمة من المثقفين والعلماء والناشرين.
وقد عكفت الندوة على دراسة "حال الترجمة في الوطن العربي" من نواحيه المختلفة، فضلاً عن مراجعة نتائج "دراسة جدوى أولية" أعدها المركز بمساعدة مجموعة من الخبراء المتخصصين في الموضوع، تتضمن الاحتياجات اللازمة لإقامة "مؤسسة عربية للترجمة"، وشكلها القانوني، وشبكة علاقاتها العربية والخارجية، وهيكلها التنظيمي، وأساليب عملها، واحتياجاتها التمويلية ومصادر توفيرها، في ضوء مداخلات الندوة وما دار خلالها من مناقشات، تم إعداد "دراسة الجدوى" في صورتها النهائية المنشورة في هذا الكتاب، إضافة إلى تنظيم ورشة عمل، على هامش الندوة في موضوع "الترجمة الآلية إلى العربية".
