يرى المطلع على ميدان التربية الخاصة مدة اهمية التاهيل فهو جزء لا يتجزا من برامج التربية الخاصة، ولا يخفى على الجميع ان الشخص العادي يحتاج في بداية حياته الى التاهيل حتى يتمكن من بناء نفسه واثباتاته والاعتماد على نفسه ولا يخفى الجميع ايضا ان الافراد ذوي الاحتياجات الخاصة هم افراد يختلفون عن العاديين وبذلك فهم يحتاجون الى خدمات خاصة بهم ليست كخدمات العاديين وهذه الخدمات تكون ذا طابع فردي لكل فرد فيهم حتى يستطعيوا بناء ذواتهم وتكوين انفسهم والاعتماد على انفسهم. اما الافراد ذوي الحاجات الخاصة فهم افراد لهم كيانهم وكرامتهم الشخصية ولهم حقوق وحاجات متعددة يجب تلبيتها قدر الامكان وفي التاهيل تركز على الانسان لانه هو الشخص المستهدف من عملية التاهيل حيث انه يعيش في نفس المجتمع الذي نعيش فيه، وبناءا على ذلك فان التاهيل يعتبر شكل من اشكال الضمان الاجتماعي للفرد ذو الاحتياجات الخاصة.
