لا شك في أن النهضة العلمية هي إحدى مقومات حضارة أية أمة من الأمم، ويكتمل بناء هذه النهضة ببناء لغة علمية تكون أداة طيعة يتم من خلالها نشر هذه النهضة على واسع نطاق والإرتقاء بها إلى أعلى مستوى.
ولقد كان علم الرياضيات وما زال أحد الأسس المتينة التي تبنى عليها كافة الفروع العلمية التطبيقية منها والنظرية.
ولا بد أن نذكر هنا بكل الفخر والإعتزاز التراث العربي والإسلامي واللغة العلمية العربية التي واكبته، واللذين كان لهما كبير الأثر في الحضارة الإنسانية حتى يومنا هذا.
وإيماناً من المؤلف في المساهمة لإعادة بناء تلك الحضارة العربية فقد طرح مشروع الموسوعة الرياضية الذي لاقى تجاوباً كبيراً من مؤسسة الكويت للتقدم العلمي التي أخذت على عاتقها تمويل هذا المشروع مع عدد من المشاريع الهامة سعياً منها إلى إرساء قواعد نهضة علمية عربية حقيقية.
وعلى الرغم من توفر معاجم تغطي المصطلحات الفنية والتكنولوجية والتي كان يرجع إليها غالباً، إلا أن وضع معاجم متخصصة في كل علم على حدة أصبح ضرورة بعد أن أضحى الإهتمام بالعلوم يتزايد يوماً بعد يوم.
من جهة أخرى، رأى أن الخطوة الأولى لكتابة الموسوعة هي وضع مثل هذا المعجم المتخصص.
