مراتب الإجماع في العبادات والمعاملات والاعتقادات" كتاب ذو مرتبة عالية، وفوائد غالية، وأهمية بالغة، فموضوعه وهو "الإجماع" هو أحد قواعد الدين، وأركان الملّة الحنيفة السمحة، وما أجمع عليه المسلمون فهو يقين ثابت، وأمر مقطوع به، لا يجوز مخالفته، كتب فيه الأئمة والعلماء كثيراً في أبحاث شتى وجوانب عديدة، فمنهم من كتب عن الإجماع من الناحية الأصولية، وكتب الأصول لا يخلو واحداً منها عن دراسة لهذا الأصل.
ومن أهل العلم من جمع المسائل التي نقل فيها الإجماع، لخطورة الشذوذ والمخالفة في مثل هذه المسائل، ولقد اشتهر من هذه الكتب:"الإجماع" للإمام ابن المنذر وهو أشهرها. و"الأوسط في السنن والإجماع والاختلاف" لهو أيضاً، وقيل: إن الأول مختصر من هذا. وهناك من الكتب من اقتصر أصحابها على إجماع المذاهب الأربعة أو غيرها كالإفصاح لابن هبيرة وغيره. وهذا الكتاب الذي نقلب صفحاته "مراتب الإجماع" للحافظ محمد بن حزم له أهمية خاصة، إذ المؤلف حاول أن يستقصي فيه ما أمكن، ولأنه خالف فيه مذهبه الظاهري الذي لا يعتبر بإجماع بعد عصر الصحابة رضي الله عنهم، بل خالف ما قرره هو نفسه كتابه "الأحكام": (4/549) حيث قال: "إنما علينا طلب أحكام القرآن والسنن الثابتة عن رسول الله صلى الله عليه وسلم، إذ ليس الدين في سواهما أصلاً، ولا معنى لطلبنا هل أجمع على ذلك الحكم أو اختلف فيه". ونراه يقول في كتابه هذا:"فإن الإجماع قاعدةً من قواعد الملّة الحنيفية، يرجع إليه ويهرع نحوه ويُكفّر من خالفه إذا قامت عليه الحجة". لقد رتب الإمام ابن حزم كتابه هذا على أبواب الفقه، فذكر ما أجمع عليه أهل العلم في العبادات والمعاملات والاعتقاد، غير متعرّض لذكر الدليل، وقام الإمام ابن تيميه بنقده، وعلّق عليه كذلك الشيخ الكوثري. وجاء الكتاب، حيث عمد المحقق إلى التعريف بإيجاز بالإجماع وحجيته، وكذلك التعريف وبإيجاز بمؤلف الكتاب من حزم)، شارحاً الألفاظ التي تحتاج إلى تبين، معرفاً تعريفاً لغوياً وشرعياً لكل باب من الأبواب المذكورة في الكتاب، ومعلقاً على بعض المسائل الضرورية ملحقاً في آخر الكتاب " نقد مراتب الإجماع" للحافظ ابن تيميه مع ترجمة موجزة عنه، وفهرست خاصة بموضوعات الكتاب.
