تعد هذه الدراسة محاولة لرصد ظهور وفكرة وحدة المغرب العربي ومتابعة تطورها من خلال اتجاهات العمل السياسية والاجتماعية والاقتصادية في الحقبة المعاصرة (القرن العشرين)، وتسعى هذه الدراسة للإسهام في تأكيد ضرورة التمسك بفكرة وحدة المغرب العربي وأهميتها، والعمل على وضعها موضع التنفيذ الجاد خدمةً للمصالح العليا المغاربية خاصة، والعربية على وجده العموم.
هذا وقت أثبتت الدراسة، وعلى ضوء متابعة التطورات التاريخية المعاصرة، أن فكرة وحدة المغرب العربي، فكرة أصيلة نابعة من قلب المغرب العربي، وأنها نضجت وتطورت في الداخل والخارج، ولم تكن فكرة نخبوية، بل كانت فكرة شعبية وما تزال، وإذا كانت النخب المثقفة هي التي أطلقتها وعملت من أجلها، فإن تلك النخب كانت تمثل الشريحة الواعية من أبناء الشعب في عموم المغرب العربي.
كما أن فكرة وحدة المغرب العربى لم تكن فكرة ظرفية، وإنما هي فكرة أصيلة تؤكدها امتداداتها التاريخية في مرحلة ما قبل الاستعمال، وفي مرحلة بعد الاستقلال، وإذا كان زمام المبادرة والدعوة إلى فكرة وحدة المغرب العربي، قد انتقلت من الاتجاه الشعبي إلى الاتجاه الرسمي بفعل تحديات الواقع الاقتصادي المحلي والإقليمي و الدولي، فإن الاتجاه الأخير لم يغفل في عمله من أجل إقامة الاتحاد المغاربي في عام 1989، البعد التاريخي والشعبي والنضالي الموحد للفكرة، وكونها تمثل المطمح والهدف المستقبلي للاتجاه الشعبي.
