هذه مجموعة حقوقية جديدة رتبت فيها النصوص العقارية وأحكام الإرث والوصية ترتيباً فنياً يوفر على من يعتمدها من رجال القانون والمال كثيراً من الوقت الثمين. لقد عرفت المادة الثانية من قانون الملكية العقارات (بأنها الأشياء المادية التي يكون لها بالنظر إلى جوهرها موقع ثابت غير منتقل). فبالاستناد إلى هذا التعريف ضمت هذه المجموعة النصوص القانونية المتعلقة بالعقارات كافة كالأراضي والأبنية والمناجم والمقالع والآثارات والغابات الخ...
ومن حيث أن ملكية هذه العقارات تنتقل بين الأشخاص المعنويين والحقيقيين بطرق عديدة قد يكون أوسعها شمولاً الإرث الوصية، فقد أضفنا إلى هذه المجموعة الأحكام القانونية والشرعية المنظمة لانتقال ملكية العقارات بطريق الإرث والوصية، كما أضفنا إليها ما يتصل بالشؤون العقارية من أحكام قانون الموجبات والعقود، كأحكام البيع والهبة والقسمة وغيرها من الطرق المؤدية إلى انتقال ملكية الأموال بوجه عام.
وأخيراً حرصنا جد الحرص على جعل هذه المجموعة العقارية تامة التعديل حتى تاريخ 1964/3/31 كي تكون دليلاً جامعاً شاملاً يستحق ثقة الموظفين العقاريين جميعاً وثقة أصحاب المصالح العقارية من إفراد وشركات ومؤسسات.
لأسباب فنية اضطررنا إلى تقسيم هذه المجموعة إلى جزأين منفصلين مادياً متصلين جوهرياً يتمم ويكمل أحدهما الآخر. وعززنا النصوص المدرجة في الجزء الثاني بنخبة من الاجتهادات القضائية التي أصدرتها المحاكم المختصة في قضايا الاستملاك، المياه، الإرث، الوصية وغيرها من القضايا.
