عديدة هي الكتب التي تناولت موضوع الحروب التي قادتها وشنتها الولايات المتحدة الامريكية ضد العراق في مطلع عام 1991، والتي ابتدأت بفرض الحصار الشامل عليه منذ آب 1990. وعند قراءتنا لمعظم هذه الكتب العربية منها والاجنبية نلاحظ انها تنقسم في مناهجها واتجاهاتها الى مجاميع ثلاث: الاولى منها منحازة الى جانب الحرب ضد العراق ومبرراتها، بينما تعتبر المجموعة الثانية الحرب على العراق جريمة لا تغتفر وأن دوافعها هي المصالح الأمريكية والغربية في المنطقة. أما المجموعة الثالثة فقد حاولت ان تكون حيادية باسم الموضوعية والعلمية. ولذلك اختلفت الآراء في دوافع الحرب وأسبابها.
وإذا ما أخذنا بالراي القائل بان الحرب كان هدفها تحرير الكويت، فلماذا اذن دمر الامريكان بحريهم هذه اسس الحياة ومتطلباتها ومستقبلها في العراق؟ لقد دخلت العديد من الدول الى اراض تعتبرها جزءاً من أرضها، او الى اراض دول لسبب او لآخر دون ان يذهب الامريكان لتدميرها حتى وإن تدخلوا فيها. بل ان الولايات المتحدة الامريكية نفسها قد دخلت اراضي الغير عنوة وبالقوة في العديد من الحالات. فلماذا اذن تدمير العراق؟!
ان هذا الكتاب يحاول ان يجيب على هذا التساؤل بموضوعية من خلال دراسة وتحليل الكتب والوثائق المتعلقة بحر امريكا ضد العراق، مع الاستقادة من الوثائق والصحف العراقية التي اعانتنا كثيراً في عرض وجهة النظر العراقية بشكل تفصيلي وواضح.
