أصبح الإذلال أمراً مألوفاً في العلاقات الدولية، وليس أدلّ على ذلك من تلك الممارسات الدبلوماسية التي نشهدها في كل يوم، والتي تحطّ من قدر دولة، أو تُخضعها للوصاية، أو تُبعدها من مراكز القرار، أو تشوّه سمعة مسؤولها، هكذا نشأت وتطوّرت "دبلوماسية النادي" الذي يضم الأعضاء الدائمين في مجلس الأمن ومجموعة السبع، فيما يُنكّر على الدول الناهضة، أو على القوى القديمة الكبرى، فرصة القيام بأي مبادرة فعلية، أو تُدفع إلى إعتماد إستراتيجيات جانحة لا مردود فعليّاً لها في أغلب الأحيان.
ما الذي نستشفه من دبلوماسيات الدول التي تعاني من الإذلال؟ ألا تتمّ ردات فعل المذلولين - من مؤتمر باندونغ عام 1955 إلى إنتفاضات الربيع العربي - عن رغبة في إرساء نمط آخر للحوكمة؟.
يستقرئ برتران بديع التاريخ والسوسيولوجيا السياسية ليصل إلى منابع الإذلال: تنامي النزعات الثأرية في حقبة ما بين الحربين العالميتين، وتحرّرّ من الإستعمار غير مضبوط الإيقاع.
يبيّن الكاتب كيف أن ممارسة الإذلال بشكل معتاد أدّت بصورة مُحرجة إلى دخول الرأي العام والمجتمعات إلى الساحة الدولية، لكنها كشفت أيضاً عن عدم تأقلم القوى القديمة ودبلوماسياتها المعتمدة مع عالم يتعولم أكثر فأكثر، لذا أصبح ملحاً بناء نظام دولي جديد، يجد فيه المذلولون ومجتمعاتهم مكاناً لهم.
