تقتضي بعض القضايا التي تنظر فيها المحاكم أن يتم البت بها بشكل يستعجل بسبب طبيعتها وأهميتها، وهذه القضايا تبلغ من الكثرة حداً يصعب معه عدها وتحديدها. وقد عرفت المحاكم الفرنسية هذا النوع من القضايا منذ القرن التاسع عشر. ومفهوم العجلة أمر يرجع تقديره إلى القاضي وعلى العموم فإن البعض اعتبر أن العجلة تتمثل في الخطر الداهم الذي لا يمكن دفعه. أما الجهة الصالحة للنظر في مثل هذه القضايا فهو قاضي الأمور المستعجلة الذي يمكنه أن يتدارك ويحد من المخاطر الناجمة عن عدم معالجة بعض الأمور.
ومؤلف هذا الكتاب هو قاض له باع طويل في معالجة مثل هذه القضايا وهي إضافة يقدمها المؤلف إلى حقل القضاء يحاول أن يوضح فيها بعض الأمور والمفاهيم الغامضة. وقد مهد المؤلف لكتابه بشرح النصوص التشريعية التي لحظها قانون أصول المحاكمات المدنية المتعلقة بقاضي الأمور المستعجلة، كما قدم نماذج من اللوائح والاستحضارات والقرارات الصادرة في هذا الخصوص. كما تناول بوضوح مواضيع الحراسة القضائية والتدابير المستعجلة وإزالة التعدي على الحقوق المشروعة والسلفة الوقتية، إن هذا الكتاب يشكل دليلاً لمن يرغب في التصدي لهذا الموضوع بالدراسة والبحث.
