تقوم هذه الدراسة على بابين: يتمحور الباب الأول في إطار اتجاهات دمقرطة منظمة الأمم المتحدة من الداخل من حيث ضرورة تحقيقها في الهياكل والأجهزة التابعة لها، في طرق وإجراءات إصدار القرارات بداخل هذه الأجهزة، وأخيراً في التوقف على تحديد المشاكل والصعوبات التي تقف أمام دمقراطة المنطقة من الداخل.
أما الباب الثاني فيتضمن دراسة دمقراطة المنظمة من خلال تأكيد تعاملها مع الأطراف الخارجية، وذلك من خلال إبراز وتحليل نشاطات المنظمة وعلاقاتها مع الأطراف الدولية المختلفة من منظمات إقليمية ومتخصصة ومن دول أعضاء وغير أعضاء بها.
كما اشتمل هذا الموضوع على علاقة المنظمة بالأطراف الدولية غير الحكومية وعي أهداف المجتمع المدني عموماً وعلى الخصوص المنظمات غير الحكومية.
ويتضمن الموضوع أخيراً التعرض إلى مشاركة الدول الأعضاء واستعدادها المتفاوت الأهمية في العمل على دمقراطة المنظمة من خلال الأحلام الجذري مع الأخذ في الاعتبار مسألة دمقراطة الدول نفسها ومشاركة منظمة الأمم المتحدة في هذه المهام.
