يحاول هذا الكتاب، في الجزء الأول منه، تفحص وتقييم التغيير الذي طرأ على إقتصاد المنطقة العربية الممتدة من العراق شرقاً إلى المملكة المغربية غرباً، في نصف القرن الممتد بين 1930 و 1980، وتسجيل مستوى الأداء الإقتصادي والإنجازات الإنمائية التي تحققت، وكذلك نقاط الضعف والإختلال التي تشكو منها هذه الإنجازات.
ويحدد المؤلف الإعتبارات التي أجازت له دراسة الإقتصاد العربي ككيان واحد، مؤكداً على بروز وتعاظم "قطاع العمل الإقتصادي العربي المشترك" بما يتضمنه من مؤسسات مشتركة، وتدفقات مالية وبشرية ضخمة عبر الحدود القطرية.
أما الجزء الثاني من الكتاب فيتوجه إلى المستقبل محاولاً تعريف القضايا الإنمائية الكبرى التي يتوجب على المجتمع والإقتصاد العربي أن يعالجها في العمق إذا كان للتنمية الإقتصادية الإجتماعية أن تنطلق بقوة وثبات في بقية القرن العشرين، وبأن تكون محط آمال وتطلعات الرجال والنساء الساعين إلى مستقبل أفضل.
