يعتبر مؤلف الكتاب "أن الإدارة المهدوبة تستند إلى أسس وأصول الغيبة، والحكمة، والسنن، فإنه –أبي الإمام المهدي- لا يتصرف بخلاف ما تقتضيه الغيبة، ولا بخلاف الحكمة والمصلحة، ولا يتجاوز السنن الإلهية التي بينها القرآن (...)، فهو لا يريد إلا ما أراده الله سبحانه فقد نقل عنه قوله: "إن قلوبنا أوعية لمشيئة الله فإذا شاء شئنا".
