عرف معجم روبير الصغير الفرنسي الإرهاب: بأنه تيار يتخذ الإجراءات الاستثنائية العنيفة بانتظام، للوصول إلى أهداف سياسية، وهو أيضاً: مجموعة الأعمال العنيفة: الاعتداء، التدمير... إلى آخره، التي ينفذها تنظيم سياسي لتخويف الناس، وخلق جو في الرعب، والإرهابي هو كل عضو في منظمة من هذا النوع، ويعرفه معجم لاروس الفرنسي بأنه: عبارة عن جملة أعمال العنف التي ترتكبها منظمة من أجل خلق جو الرعب، أو من أجل قلب نظام الحكم.
ومن يمعن التدقيق من تعريف لاروس يجد أنه على اختصاره، ويشتمل على عناصر تكون الجريمة: قيام بأعمال عنيفة فعلاً، أن يكون القائم بها منظمة. وهذا يتعلق بالهدف، وهو أحد أمرين إما أن يكون لخلق جو من الرعب ونشر الذعر بين الناس أو أن يكون الهدف قلب نظام الحكم.
فبينما لا يشترط لاروس أن تكون المنظمة سياسية، فإن روبير يشترط ذلك، ويتحدث عن أهداف سياسية، وليس بالضرورة قلب نظام الحكم الذي تحدث عنه لا روس. وقلب نظام الحكم هو الذي سماه الفقهاء "خلع الإمام". بعد هذين التعريفين صور العديد من التعريفات المتعلقة بالإرهاب وبمفهومه.
انطلاقاً من هنا فقد ارتأى الباحث "عبد الله بن الشيخ المحفوظ بن بيع" القيام، بإعداد هذا البحث الذي سعى فيه لجمع كافة التعريفات التي جاءت حول الإرهاب، كما واهتم بتبيان أسبابه موضوع بعض الحلول والمقترحات التي تساعد على التخلص من هذه الظاهرة الحديثة.
