ليست الاشتراكية جديدة، فقد يكون عمرها عمر الإنسان, وكذلك الظلم والبحث عن العدالة إلا أنها بقيت تصوراً طوباوياً عن عباقرة من مقياس أفلاطون وجان جاك روسو.. وغيرهما حتى القرن التاسع عشر حيث بدأ مفهومهما يصير إجرائياً مع برودون وفوريه وغيرهما. هذه الإجرائية أخذت شكلها الأدق والأكثر عملية مع ماركس وآنكليز والقيادات الشيوعية في القرن التاسع عشر والعشرين، وسوف تنهض في السنوات المقبلة من الكبوة التي أصابتها مع انهيار الاتحاد السوفييتي عل الخصوص. إن التفاوت في الثروات يصير اليوم بمثابة فضيحة إنسانية. فهذا الكتاب بأجزائه الخمسة يدعو حقاً للتفكير, لا لأنه يؤرخ لمفهوم الاشتراكية وحسب بل يرسم ملحمة صراع الإنسان مع الظلم. ويتناول هذا الجزء من الكتاب المرحلة التاريخية من عام 1875 إلى 1945 حيث يحتوي على: الاتحاد السوفييتي، بناء مجتمع اشتراكي: الاتحاد السوفييتي, الأممية الثالثة، الاشتراكية في بريطانيا، الاشتراكية في بلدان الشمال، الاشتراكية الإيطالية، الاشتراكية في ألمانيا، الاشتراكية في أوربا الوسطى: المجر والنمسا وتشيكوسلوفاكيا، الاشتراكية في الدول الثانوية لأوربا الغربية: بلجيكا وهولندا و سويسرا، الاشتراكية في الشرق والجنوب الشرقي الأوربيين: البلقان وبولونيا.
