يحمل هذا الكتاب عنوان له دلالاته المعاصرة من حيث وحدة العنوان والمضمون وثمة اتجاه في الآراء التي تشمل موضوعات الكتاب بالشق النظري والعملي تنحصر في بعدين أساسيين وهما الأزمة والمشكلة نتيجة للصراع. فالصراع عادة ما يخلق قضايا وأزمات ونزعات ومشاكل والتي تتحول مع مرور الزمن إلى قضايا. ولكن تزامن الصراع والتعاون في تفاعلات السياسة الدولية بفعل عامل المصلحة الوطنية كعامل محدد في صياغة الأنساق وتفاعلاتها الدولية يجعل من الصعوبة بمكان أن نتصوّر وجود علاقات أو عالم خالي من علاقات القضايا والأزمات والمشاكل والتوتر ما بين الوحدات السياسية.
إذ هناك متغير أصيل في موضوعات القضايا العالمية المعاصرة يمكن أن تُشتقّ منه أساليب وطرق تمثل نظرية مؤقتة ذات افتراضات يكن من خلالها تفسير بعض الظواهر الإقليمية والدولية من خلال رؤية شمولية تساعد على كشف الخصائص التي تتميز بها تفاعلات الدول فيما بينها. بمعنى العناية بعلم القضايا والأزمات والمشاكل والتوترات قد يساعد في فهم أقرب للسلوك الدول فيما بينها وأفعالها سوى منها في الماضي أو الحاضر. ولماذا تفاعلات الدول تفرز قضايا وأزمات ومشاكل وتوترات وصراعات؟ وهل هناك من مناهج ومدارس تحليلية ونظريات تتعامل مع علم القضايا السياسية نحو خلق نظرية سياسية تفسيرية لظاهرة القضايا السياسية؟ وما هي الموانع نحو ذلك؟
هذا الكتاب حاول أن يقترب من تلك الأسئلة من خلال تخصيصه جل موضوعاته حول قضايا عالمية معاصرة، بمعنى تلك القضايا التي تشغل بال معظم الدول والمجتمعات فقيرها وغنيها وقويها وضعيفها، ولقد قصدنا من كلمة معاصرة بتلك القضايا التي نعاصرها اليوم والتي تؤثر وتتأثر بها معظم مجتمعات الحاضر. فهناك القضايا السياسية والاقتصادية والمالية والإنسانية، والحضارية، والبيئية، والتي تنقسم بدورها إلى قضايا إقليمية ودولية، وأزمات إقليمية ودولية، وظواهر إقليمية ودولية وصراعات إقليمية ودولية.
