يضم الكتاب النص الكامل لمقالة "نهاية التاريخ؟" كان قد كتبها المفكر السياسية والاقتصادي فرنسيس فوكوياما، اليابانى الأصل، الأمريكي الجنسية، والذي شغل مناصب رفيعة في الإدارة الأميركية. وقد كانت هذه المقالة نشرت في مجلة (ناشيونال انترمست) في صيف 1989، ولاقت بعد نشرها مباشرة صدىً واسعاً في مختلف بقاع العالم، وعلى الأخص في الاتحاد السوفيتي، لأنها تمسه بالذات، حين يعلن فوكوياما في مقالته هذه انتصار الليبرالية الديموقراطية على الشيوعية، ويسدل بذلك على التاريخ ستارة أبدية، واضعاً ذلك بعبارته، التي أصبحت على كل شفة ولسان "نهاية التاريخ؟" هل فوكوياما على حق؟ والجواب على السؤال، قد يجده القارئ في نصوص المقالات اللاحقة المعروضة في هذا الكتاب، والتي جمّعت من دوريات الصحافة السوفيتية. تتضمن هذه المقالات آراء المفكرين واقتصاديين وسياسيين سوفييت وأمريكيين وفرنسيين حيث شكلت هذه الآراء جدلاً حول "نهاية التاريخ".
