أبو علي الحسن بن أحمد بن عبد الغفار هو مصنف هذا الكتاب، وهو ينتمي إلى عظيم من عظماء الفرس اسمه بوصي وأمه سدوسية من سدوس من شيبان من ربيعة الفرس، فهو بذلك فارسي الأعمام، عربي الأخوال، علت منزلة أبي علي في النحو حتى قال قوم من مريديه: هو فوق المبرد وأعلم منه. وما كان بين سيبويه وأبي علي أفضل منه. وقد اشتهر ذكره في الآفاق، مصنف كتباً عجيبة. وكان شديد الاعتداد بالقياس، حتى إنه قال: أخطئ في خمسين مسألة من اللغة، ولا أخطئ في مسألة قياسية واحدة، وبلغ من المنزلة العلمية حداً خطّأ فيه الأصمعي في تجرنه على فحول الشعراء. دخل بغداد سنة 307هـ وهو في حدود العشرين لطلب العلم وكان ينحدر إلى البصرة، وأخذ فيها وفي بغداد عن القدماء من مشايخه كالزجاج والسراج وأبي بكر بن الخياط من أهم تلامذته ابن الجني والربعي والصاحب بن عباد والجوهري صاحب الصحاح، وأبو طالب العبدي والسمسمي... وكان من آثرهم لديه أبو الطيب القصري راوي المسائل المنثورة التي ضمها هذا الكتاب. وقد ألف عدداً كبيراً من الكتب في النحو، والصرف، وتعليل القراءات، وشرح الأبيات المشكلة. وغير ذلك مما يدور في هذه الأفلاك. وأما كتابة المسائل المنثورة، وهو كما اسمه فيه مسائل من النحو غريبة وعجيبة، جمعها المؤلف بعد أن كانت منثورة في كتب العلماء، وعمد بعد ذلك إلى تبسيطها وتسهل ألفاظها لتكون قريبة الفهم، سهلة التناول، فحوى الكتاب بذلك مسائل نحوية متعددة الموضوعات، متنوعة المآخذ، سهلة التناول، واضحة المرامي.
وجاء الكتاب محققاً حيث عمد إلى مقابلة النسخة المحققة على غيرها، مستفيداً في ذلك من كتاب الزجاج "إعراب القرآن"، مصححاً ما ورد فيها من أخطاء، ومشفعاً النص المحقق بالفهارس المنظمة للآيات والأحاديث والشواهد الشعرية والأمثلة التحدية والأعلام. ومغنياً الكتاب مباشر فيه إحالات وشروحات وإيضاحات ومقابلات على النسخ تزيد من توثيق هذا الكتاب ومن أهميته.
