تضافرت جهود عدة شخصيات إسلامية، ومنذ القرن التاسع عشر وعلى إمتداد عقود القرن العشرين، بغرض دعم جهود المسلمين في العالم، وتحرير أوطانهم، والنهوض بأوضاعهم، وتجاوز خلافاتهم، وتوحيد بلدانهم.
وجرت عدة محاولات، وانعقدت عدة مؤتمرات في القرن الفائت للتشاور بعد الأحداث والمستجدات السياسية التي عرفها العالم الإسلامي وبخاصة في النصف الأول من القرن العشرين للبحث في أوضاع هذا العالم وشعوبه. وسعت عدة حركات سياسية وإجتماعية وثقافية لإيجاد كيان مؤسساتي لدول العالم الإسلامي، وبغرض جمع دوله في منظمات دولية، وإيجاد مكان لهم على المسرح الدولي، وكان هناك مساع حثيثة في هذا المجال، وبخاصة بعد جريمة إضرام النار في المسجد الأقصى بمدينة القدس عام 1969، إلى أن تكللت الجهود بتأسيس منظمة المؤتمر الإسلامي، والتي أصبحت تُعرف منذ عام 2001 بإسم منظمة التعاون الإسلامي.
يشتمل هذا الكتاب، بالإضافة إلى المقدمة والخاتمة، على فصل خاص بقيام منظمة التعاون الإسلامي، وفصل آخر يقدم أجهزة هذه المنظمة وصلاحياتها وطريقة معالجتها لقضايا حقوق الإنسان، والفصل الأخير يتعلق بالمنظمات المتخصصة التي تم تأسيسها والتي تهتم مباشرة بهذه القضايا، مثل: الهيئة الدائمة المستقلة لحقوق الإنسان، ومنظمة تنمية المرأة في الدول الأعضاء بمنظمة التعاون الإسلامي.
كما أضفنا عدة ملاحق في هذه الطبعة الثانية لمزيد من الفائدة، وهي:
1-ميثاق منظمة التعاون الإسلامي.
2-النظام الأساسي للهيئة الدائمة المستقلة لحقوق الإنسان لمنظمة التعاون الإسلامي.
3-قواعد إجراءات الهيئة الدائمة المستقلة لحقوق الإنسان لمنظمة التعاون الإسلامي.
4-النظام الأساسي لمنظمة تنمية المرأة في الدول الأعضاء بمنظمة التعاون الإسلامي.
5-إعلان دكا حول حقوق الإنسان في الإسلام 1983.
6-إعلان القاهرة حول حقوق الإنسان في الإسلام 1990.
7-إعلان بشأن حقوق الطفل ورعايته في الإسلام 1994.
8-عهد حقوق الطفل في الإسلام 2005.
نأمل أن يعزز هذا الكتاب إهتمام الباحثين والمتخصصين بقضايا حماية حقوق الإنسان في منظمة التعاون الإسلامي، ويفتح أمامهم مجالات جديدة للبحث والكتابة عن هذه القضايا وإنعكاساتها على الدول الأعضاء فيها، وأن يساعد كل من يتعامل مع قضايا حقوق الإنسان من داخل منظمة التعاون الإسلامي من خبراء ومسؤولين وموظفين في مهامهم ونشاطاتهم مما سيسهم بقيام هذه المنظمة ومختلف هيئاتها بتحقيق الأهداف المرسومة لها في مجالات شتى، وبخاصة فيما يتعلق بحماية حقوق الإنسان وحرياته، ومن دون أي تمييز كان، في مختلف دول هذه المنظمة.
