تعد الحرب مصدراً دائماً للأسى في المجتمع الإنساني، فقد تسببت الحروب التي نشبت بين الدول خلال القرن العشرين في مقتل ثلاثين مليوناً من البشر في ميادين القتال وحدها، وبصورة رئيسية في الحربين العالميتين. إلا أن هناك بعض الأدلة-في العقد الأخير من القرن العشرين بعد نهاية الحرب الباردة-توحي أن العالم أصبح أكثر أمناً، وتتضح هذه الحقيقة من التقارير السنوية التي يصدرها معهد ستوكهولم الدولي لأبحاث السلام، وكذلك "تقارير مشروع عملية شغرة المحراث، ومنذ آخر سنوات الحرب الباردة قل عدد النزاعات المسلحة التي تتسبب في مقتل ألف فرد أو أكثر على نحو ثابت لينخفض من 36 نزاعاً مسلحاً عام 1989 إلى 25 نزاعاً مسلحاً عام 1997.
علاوة على ذلك، فقد وقعت هذه النزاعات بصورة كاسحة داخل الدول القومية لا بينها. ويؤكد بعض الباحثين أن الطبيعة الجوهرية للسياسة الدولية قد تغيرت في حقبة ما بعد الحرب الباردة وأن النمط السائد الآن هو التعاون لا النزاع. إلا أن هذه حجة مشكوك فيها لأن الوقت الذي انصرم عقب الحرب الباردة لم يزل قصيراً، ولأنها تعني ضمناً أن مبادئ الواقعية السياسية التي ظلت تحكم العلاقات الدولية لمدة 2500 عام-منذ أيام المؤرخ اليوناني توسيديديس (Thucydides) حوالي 460-404 قبل الميلاد) وحتى اليوم- قد توقعت عن العمل فجأة في العقد الأخير. إن الشيء المرجح هو أن مبادئ الواقعية ما زالت تسيطر على الأوضاع وأن النزاع يظل النموذج الرئيسي في العلاقات الدولية.
وكما يقول كينيث والتز (Kennath Waltz)، فإن الواقعية تفسر "ما يعرفه المؤرخون، وهو أن الحرب أمر طبيعي". تفحص هذه الدراسة عن طبيعة النزاعات الدولية، وتهدف إلى أن توضح على وجه الدقة حتى تحدث النزاعات بين الدول، وتحدد كذلك العوامل التي تؤثر في احتمال أن تتصاعد الأزمات الدولية لتصل إلى مستوى نشوب الحروب، مع الاهتمام بصورة خاصة بالظروف التي تهيئ دولتين للقتال، وكذلك استراتيجيات إدارة الأزمة.
