تواجه الحكومات الحالية تحديات كثيرة منها تعدد الأهداف، وتزايد حاجات المجتمع وتنوعها، وندرة الموارد المادية، وكذلك التغيّرات والتطورات العلمية والتقنية السريعة والمستمرة، وأمام تلك التحديات أضحت الإدارة التقليدية بعملياتها ووسائلها عاجزة عن جعل المنظمة قادرة على المنافسة، الأمر الذي يحتم على هذه المنظمات استخدام كل ما يتاح لها من أساليب إدارية معاصرة تمكنها من الاستمرار والاستقرار في بيئة متغيرة.
لذلك فعلى هذه الحكومات أن تنهج مناهج وسبل جديدة متطورة وأن تعمل بصورة دائمة على تحقيق النجاح والمحافظة عليه، وان تسعى باستمرار إلى تطوير وتحسين وتعديل استراتيجياتها، وعلى إداراتها الاستفادة من المعارف والعلوم التي يستحدثها ويطورها الباحثون باستمرار. وهذه الجهود تؤدي إلى إتاحة الفرص الجديدة، والى تحقيق التقدم والتطور المستمر، وهذا ما تسعى إليه وزارة الداخلية في المملكة الأردنية الهاشمية.
ومن هنا حتى تستطيع المنظمات العامة على وجه الخصوص تعزيز إعادة هندسة العمليات الإدارية، لا بّد عليها أن تدرك وتطبق التحليل الاستراتيجي لجميع أنشطتها الداخلية والخارجية، من أجل تحقيق مزايا تنافسية من حيث الأداء وتقديم أفضل الخدمات.
تهدف هذه الدراسة التي بين أيدينا إلى التعرف على أثر عناصر التحليل الاستراتيجي (تحليل عتاصر القوة والضعف في البيئة الداخلية، الفرص والتهديدات في البيئة الخارجية) في إعادة هندسة العمليات الإدارية في وزارة الداخلية الأردنية، والتي تعتبر من الموضوعات المهمة في الفكر الإداري الحديث، ولأنها مصدر هام من مصادر بقاء المنظمة وديمومتها، خاصة في المنظمات التي تسعى إلى تبني استراتيجية الإدارة الحديثة التي تسمح بمشاركة العاملين في اتخاذ القرارات، واستغلال الفرص، وزيادة قدراتها التنافسية والإبداعية.
تعد هذه الدراسة مرجعاً مهماً للأكاديميين والباحثين في موضوع التحليل الاستراتيجي وأثره في إعادة هندسة العمليات الإدارية.
