في دراستها هذه تبحث الدكتورة هويدا مصطفى الترك في السياسة الضريبية في لبنان وآثارها الإقتصادية والمالية والإجتماعية منذ الإستقلال عام 1943، وحتى العام 2007.
وفي هذا الإطار تطرقت المؤلفة إلى المفاهيم الضريبية الأساسية، والنظام الإقتصادي والنظام الضريبي في لبنان، والتشريع الضريبي وتطبيقاته العملية، والسياسات الضريبية والإطار الإقتصادي والمالي والإجتماعي حتى العام 1992، ثم التحولات الضريبية والإقتصادية والمالية والإجتماعية حتى العام 2007.
تأتي أهمية هذا الكتاب من كونه ألقى الضوء على مجمل العملية الضريبية منذ استقلال الدولة اللبنانية، وما يرتبط بها من عوامل وأبعاد إقتصادية وإجتماعية، فضلاً عن التشريعات ذات الصلة. وتوصل إلى جملة إستنتاجات مفيدة للباحثين والمسؤولين الرسميين المولجين بالشؤون الإقتصادية والإجتماعية والسياسية.
قسمت الدراسة إلى خمسة فصول عرضت للواقع الإقتصادي والنظام الضريبي والسياسات الضريبية والإطار الإقتصادي والمالي، ومدى تأثير هذه السياسات على البنى الإقتصادية والمالية، وبالتالي الإجتماعية على الفرد والمجتمع.
