يقدم هذا الكتاب تصوراً للسياسة النقدية في إطارها الفقهي والأصولي، إنطلاقاً من التصور الإقتصادي، والتنظيمات القانونية التي تحكم هذه السياسة، ثم يناقش هذه التنظيمات والتصورات في إطار الفقه الإسلامي وأصوله، ويبيّن معالم هذه السياسة وأصولها وأهدافها في نطاق الإقتصاد الإسلامي، ويوازن هذه المعالم والأهداف مع مقابلاتها في الإقتصاد الوضعي، مع التأكيد على إختلاف المضامين بين السياستين، وإن اتفقت العناوين في بعض الأحيان.
ويوضح الكتاب أهمية السياسة النقدية في الإقتصاد الإسلامي، ودورها في الوقاية من الأزمات المالية، فضلاً عن تقديم الحلول المناسبة التي يمكن أن يُستفاد منها في التعامل مع الأزمات المالية المعاصرة، على مستوى الفكر، والتشريع، والتطبيق الإقتصادي.
ويقوم الكتاب بالتأصيل الفقهي لأدوات السياسية النقدية، ثم يضع الحدود والضوابط لها، ويرتب آلية العمل بتلك الأدوات وفق تلك الأصول، ويناقش الصيغ الإستثمارية والمشتقات المالية في الإقتصاد الوضعي، وآثارها في الإقتصاد الكلي، ويقترح البدائل الشرعية التي تتفوق بميزاتها الإقتصادية والتشريعية على مقابلاتها في الإقتصاد الوضعي، ثم تطبيق هذه البدائل في نطاق السياسة النقدية، وبيان كيفية إدارة هذه البدائل بما يحقق أهداف هذه السياسة.
