إن أعظم ما عُني به الإنسان في حياته كتاب الله تعالى حفظاً، قراءة، وتدبّراً، وهذه العناية بكتاب الله هي المشروع الذي لازم مؤلف هذا الكتاب الدكتور مشعل عبد العزيز الفلاحي، وكانت غايته التدبر في آيات الله انطلاقاً من كونها حاجة للأمة العربية والإسلامية على كل المستويات؛ فكان هذا الكتاب في مجموع تفاسيره لسور القرآن الكريم "جزءُ عمّ" موجهاً إلى المصلين والمربين والأهل، لذلك فالكتاب لا يقدم تفسيراً جامداً للنصوص وإنما يقرأها في سياق تطوري وحضاري يلائم كل عصر وبخاصة عصرنا حيث ضعف الإيمان عند كثيرين فكان هذا التفسير بمثابة الدواء لكل داء. ففي إشارة للمؤلف لكل ما يتعلق بيوم القيامة من أخبار وأحداث هو حقيقٌ بالقراءة والفهم والإدراك: وفي وصف الله تعالى هذا اليوم (القيامة) بـ (النبأ العظيم) إشارة إلى هذا المعنى الكبير. وفي "سورة عبس" يقول المؤلف: "حين تستفتح السورة تقرأ عتاباً هانياً، خطاباً موجهاً بصيغة الغائب مع أن الوحي يخاطب رسوله محمداً صلى الله عليه وسلم أول ما ينزل. وفي هذا من الود، والحب، والإجلال لرسول الله صلى الله عليه وسلم ما فيه". وكلما قرأت عتاب الله لرسوله من أجل هذا الأعمى، أدركت ما تصنع الولاية في حق أصحابها: هذا رب العالمين يتولى الدفاع عن وليد إبن أم مكتوم، وما أقبل الله تعالى إلا بات كبيراً في كل شيء ...".
وعلى هذا الدرب يسير تفسير السور القرآنية في (جزء عم) ورفدها بمقتبسات من الحديث الشريف الشريف وثقافة المؤلف وحسن تدبره لآيات الذكر الحكيم.
