تأتي موسوعة المصطلحات والمفاهيم الفلسطينية التي شارك في إعدادها (57) شخصية من الأكاديميين والباحثين والمثقفين والسياسيين، والذي أشرف عليها وعلى تحريرها الدكتور محمد إبراهيم اشتية، وهي الأولى من نوعها، لسد الفراغ الحاصل في التعريف بالمصطلحات والمفاهيم الفلسطينية بصورة علمية، مستندة إلى أسس بحثية لتوحيد إستعمالها، ولكي لا يكون هناك تناقضات فيما بينها، خاصة عندما تتناول وسائل الإعلام هذه المصطلحات.
الدكتور محمد إبراهيم اشتية، من مواليد تل - نابلس عام 1958 حاصل على الدكتوراة في التنمية الإقتصادية من جامعة سسكس في بريطانيا، شغل مناصب عديدة منها وزير الإشغال العامة والإسكان في الحكومة الفلسطينية، وأستاذ في جامعة بيرزيت، وعميد لها، ورئيس مجلس أمناء الجامعة العربية - الأميركية، ونائب رئيس مجلس الأمناء في جامعة القدس، ومحافظ فلسطين لدى البنك الإسلامي في جدة ورئيسا للمجلس الإقتصادي الفلسطيني "بكدار" هذه المؤسسة التي تعمل على توفير المشاريع في فلسطين، فهو شخصية أكاديمية - إدارية ناجحة، يحظى بإحترام الشارع الفلسطيني، له عدة مؤلفات في السياسة والإقتصاد والأدب.
في أعقاب انتخابه للجنة المركزية لحركة فتح في مؤتمرها السادس الذي عقد في بيت لحم بتاريخ 4/8/2009، قرر الإستقالة من الوزارة بتاريخ 19/4/2010 ليتفرغ لمهام حركية والخدمة العامة.
