يحمل هذا الكتاب عنوان "مكافحة الإرهاب الإلكتروني على مستوى دولة الإمارات العربية المتحدة وإقليمياً ودولياً"، وعلى ضوء محتوى ومضمون موضوع الدراسة تم تقسيمها إلى فصلين، تناول الباحث في الفصل الأول ماهية الإرهاب الإلكتروني، والأسباب العامة والخاصة للإرهاب الإلكتروني، والمخاطر والتحديات الأمنية الناتجة عنه، من خلال الوقوف على أساليب الإرهاب الإلكتروني ومستقبله من خلال فرادة الذكاء الصناعي، فضلا عن تناول الباحث تميز الإرهاب الإلكتروني عن الإرهاب التقليدي في ارتكاب الجرائم، ثم انتقل الباحث إلى الفصل الثاني وتناول فيه الجهود الأمنية لمكافحة الإرهاب الإلكتروني على المستوى الوطني وسبل تفعليها، من خلال الوصول إلى الجهود الوقائية الأمنية لمكافحة الإرهاب الإلكتروني بدولة الإمارات العربية المتحدة، والتوصل إلى الجهود التشريعية لمكافحة الإرهاب الإلكتروني، وسبل تفعيل دور الأجهزة الأمنية في مكافحة الإرهاب الإلكتروني، فضلا عن تناول الباحث التعاون الأمني الدولي لمكافحة الإرهاب الإلكتروني، من خلال التطرق إلى معوقات التعاون الدولي التي تحد من مكافحة الإرهاب الإلكتروني، ومواجهة تلك المعوقات، وتفعيل التعاون الأمني الدولي. وإن ما يميز هذا الكتاب تأكيد الباحث على أن الإرهاب الإلكتروني لا يختلف عن الإرهاب التقليدي إلا من خلال الوسيلة التي يستخدمها، وهي استخدام وسائل تقنية المعلومات في ارتكاب الأنشطة الإرهابية تخطيطا وتدريبا وتنفيذاً، من خلال بث الأفكار المتطرفة وتجنيد الأفراد، أو استخدام الشبكة الإلكترونية في تدمير وإتلاف واختراق البيانات والمعلومات للأفراد والمؤسسات والدول، بما يعرض سلامة المجتمعات وأمنها للخطر، لذا عمل الباحث على الوصول إلى الجهود الوطنية والإقليمية والدولية لمكافحته، مع رصد دور التعاون الأمني الدولي لمكافحته وبيان معوقاته، ثم طرح بعض الحلول لتفعيل دور الأجهزة الأمنية بدولة الإمارات العربية المتحدة، والتعاون الأمني الدولي لمكافحته والحد منه.
