أعد هذا القاموس ثنائي اللغة، عربي إنكليزي لاستعمال الناشئة، بصورة عامة، والطلاب منهم بصورة خاصة، بمن فيهم المبتدئين الذين لا يزالون في مراحل دراستهم الأولى للغة الإنكليزية، ولما كان هذا القاموس هو قاموس جيب، فقد حرص واضعه على تضمينه فقط الكلمات الأساسية والمعاني الضرورية التي تحظى باستعمال كثيف وانتشار واسع، كما قصد أن يحوي بين دفتيه أكبر عدد ممكن من الألفاظ في أقل مساحة ممكنة من الورق، وقد رتب هذا المعجم ترتيباً ألفبائياً وفق الحروف الأولى للكلمات، دون الاعتداد بجذر الكلمة أو الأصل المجرد الذي اشتقت منه، كما وأن اللغة العربية المعتمدة فيه هي اللغة العربية الفصحى.
