إن الفوضى العارمة التي تسود العالم الإسلامي اليوم من حيث الطرق المعتمدة لإثبات الشهور وما ينجر عنها من اختلافات مذهلة في الأعياد والمناسبات والمواعيد وجداول التوقيت لم تعد تطاق أبداً، خاصة بعد التقدم الذي حققه العالم في هذا المجال. فبعض الأقطار الإسلامية لا تعتمد إلا على الرؤية ولا تقبل بغيرها لإثبات الشهر، بينما ألغت بعض الأقطار الأخرى الرؤية إطلاقاً واعتمدت الحساب الفلكي.
وفي حالات شاذة تقوم بعض السلطات باعتماد الحساب ولكن مع إيهام المواطنين بأنها تعتمد الرؤية. ونرى أن هذه الفوضى ناتجة عن ثلاثة أسباب رئيسية هي: انعدام الحوار والتفاهم بين الفقهاء، قلة معرفة الفقهاء بعلم الفلك وما انجر عنه من أخطار في فهم المسألة، عدم مواكبة أغلب المهتمين بالمسألة للتقدم العلمي المتواصل الذي أحرزه الفلكيون الباحثون في الموضوع. ولذلك نلاحظ أحياناً أخطاء جسيمة في طرح المشكلة وتقديمها للجميع، وأحياناً أخرى مشادات بين علماء الفلك وبعض الفقهاء.
والكتاب الذي بين أيدينا يأتي استجابة لصرخة معاناة الشعوب الإسلامية، إذ قام الباحثون، مؤلفو هذا الكتاب، وهم ينتسبون إلى اختصاصَيْن لطالما كان دأبهما الخصام والمقاطعة-هما علم الفلك والفقه–بدراسة مفصلة للمسألة المطروحة، وتقديم عدد من الحلول والاقتراحات الجديدة لإنهاء هذه المشكلة والتفرغ لمشاكل أهم وأخطر في عصرنا الحالي. لقد حاول المؤلفان عبر صفحات هذا الكتاب وفصوله المحافظة على التوازن بين إعطاء المعلومات كاملة وبدقة وبين تفادي التعقيد العلمي أو الفقهي مع مراعاتهما للتبسيط قدر المستطاع. وما يريداه هو تقديم المعلومات التي لديهما إلى كل من تهمه هذه المسألة، بداية من الفلكيين والفقهاء وانتهاء بجميع المثقفين والساسة.
