لقد تضمن هذا الكتاب في السياسة الشرعية ثلاثة أبواب وثلاثة عشر فصلاً: تناول الباب الأول تمهيداً لا بد منه لتوضيح مفهوم السياسة الشرعية، وطبيعة المجتمع الإسلامي، وكيف ينتفع بما عند الآخرين، وبين الباب الثاني: سياسة الإسلام في الحكم، والإقتصاد، والإجتماع، والجزاء والتربية التعليمية، والسكانية، والبيئية، كما بين السياسة الإعلامية والإدارية والقضائية، وخصص الباب الثالث لأنظمة العلاقات الخارجية فوضَّح السياسة الجهادية والسياسة الخارجية للدولة الإسلامية.
والكتاب محاولة لنشر الوعي الفكري، وتوضيح سياسة الإسلام في أنظمة الحياة، هو لم يأت بشيء جديد أو غريب عن الفكر الإسلامي، وإنما كان دوره التنسيق والتوضيح وحسن الإختيار والترجيح.
