تندرج هذه الدراسة في إطار الاقتصاد الكلي المالي--macro economie financiereوتهدف إلى توضيح دور الإنفاق الحكومي في تحقيق الاستقرار الاقتصادي الكلي بمؤشراته الأربعة والمتمثلة في معدل النمو، معدل التضخم، معدل البطالة والتوازن الخارجي، وتطرقت الدراسة قبل ذلك إلى تحليل وتتبع مسار السياسة الاقتصادية وانعكاسها على مؤشرات الاستقرار الاقتصادي، بالإضافة إلى تحليل تطور الانفاق الحكومي كجزء من السياسة الاقتصادية ودراسة أسباب تزايده وتطبيق أهم النظريات المفسرة لهذا التزايد على الاقتصاد، ممثلة في قانون فاجنر ونماذج التنمية لروستو وموسوجريف.
ومن أجل تحقيق الأهداف المذكورة سابقاً، فقد تم تقسيم هذه الدراسة إلى أربعة فصول متوازنة، حيث أن الفصل الأول والثاني كانا عبارة عن القسم النظري لهذه الرسالة وخصصا لدراسة محوري الدراسة، والمتمثلين في الاستقرار الاقتصادي الكلي والإنفاق الحكومي، حيث تم التطرق في الفصل الأول إلى مفهوم الاستقرار الاقتصادي الكلي ودور الدولة الاقتصادي والسياسة الاقتصادية كمسؤول وأداة مستعملة في تحقيق الاستقرار الاقتصادي الكلي، وتماشياً مع طبيعة الموضوع فقد تمّ التركيز على سياسة الإنفاق الحكومي كجزء من السياسة الاقتصادية، أما الفصل الثاني فقد خصص لدراسة أثر سياسة الإنفاق الحكومي على مؤشرات الاستقرار الاقتصادي، ولقد أخذت الدراسة بعين الاعتبار عدة عوامل تساهم في تحديد الأثر الذي تركته سياسة الإنفاق الحكومي، والتي نذكر منها طريقة تمويل هذا الإنفاق والمقدرة الإنتاجية للاقتصاد والآثار السلبية التي يمكن أن تتركها هذه السياسة ودرجة الانفتاح الاقتصادي، أما الفصل الثالث والرابع فكانا عبارة عن القسم العملي لهذه الرسالة، وهما بمثابة انعكاس القسم النظري على الاقتصاد، حيث جاء الفصل الثالث لتوضيح مسار السياسة الاقتصادية، وكيفية انعكاس هذه السياسة على مؤشرات الاستقرار الاقتصادي، كما سعى هذا الفصل إلى توضيح تطور الإنفاق الحكومي في الاقتصاد وتحليل تزايده وإبرازه مدى انطباق النظريات المفسرة لتزايد الإنفاق الحكومي، وجاء الفصل الرابع لتوضيح أثر سياسة الإنفاق الحكومي على كل مؤشر من مؤشرات الاستقرار الاقتصادي، ولقد استعملت الدراسة في سبيل تقدير هذا الأثر طريقة المربعات الصغرى الاعتيادية، محاولين إعطاء التفسير الاقتصادي المناسب لكل حالة.
