كإحدى آليات مكافحة التغيرات المناخية من جهة، والعمل على تلبية الطلب على الطاقة من جهة أخرى، نشطت برامج ترشيد الطاقة ورفع كفاءة استخدامها، إلى جانب زيادة الاعتماد على مصادر الطاقة المتجددة مثل الطاقة المائية وطاقة الرياح والطاقة الشمسية وغيرها. وقد شهد العقد الأخير تزايد معدلات استخدام تطبيقات الطاقة المتجددة، وصار لها تواجد ملموس في نسب استهلاك الطاقة الأولية. ويتناسب معدل نمو استخدام مصادر الطاقة المتجددة المختلفة طردياً مع تطور سياساتها وآليات تنميتها على المستوى العالمي؛ فمن إصدار قانون لتنمية استخدامات الطاقة المتجددة، إلى تطبيق تعريفة التغذية التي تنص على وضع تعريفة محددة لشراء الطاقة المنتجة من كل مصدر من مصادر الطاقة المتجددة، إلى تقديم حوافز مالية ومِنَح لتحسين اقتصاديات مشروعاتها، مروراً بالإعفاءات الضريبية، سواء لمشروعات الطاقة المتجددة أو مشروعات أخرى يمتلكها المستثمر.
تتناول هذه الدراسة، بشيء من التفصيل، سياسات الطاقة المتجددة المطبقة في العالم العربي، والجهات المعنية بتنمية استخداماتها، مع تقييم هذه السياسات. كما تبحث الدراسة في قوانين الطاقة المتجددة، وأسس هيكلتها، ودورها في تنمية استخداماتها، مع عرض لآليات عمل هذه السياسات، وأسس تصميمها، والجهات المسؤولة عن إصدارها، إلى جانب أفضل الممارسات الدولية في هذا الشأن.
